parallelizing frames across jobs with same renderer

I'm in a situation where I have lots of small jobs using the same renderer, and the renderer only uses 1 CPU core. RenderPal can run frames in parallel only if the frames are all in the same job. But I have 24 cores and less than 24 frames per job, so most of my cores are wasted!

It would be a total game-changer if I could tell RenderPal that this renderer only uses 1 core, so RenderPal would put more than one *job* on the same client. Oh my god that would change everything for me.

I'm considering making a "renderer" that is actually a python script that takes a list of "frames", which are actually job numbers, and dispatch the jobs from python on the client... but that sounds kind of silly :|
