When some renderers use floating licenses, we need to create another pool for these renderers.

We installed Maya to all and install 3Delight renderer to some clients in 3Delight pool.
We can submit maya job to all render clients. When a maya job runs in 3delight pool, 3Delight jobs have to wait it finishes even though maya pool is vacant.
I think we need max of licenses' limitation for a renderer.
We set the max limit of a renderer, so RenderPal checks the count of use the renderer.
So we can use one pool for maya and 3Delight and we can use render power more efficiently.
